To answer your first question No. Anything that controls another living organisim will alway pose possible harm to anyone or any anamial coming in contact with the product. To answer your second question: Alway follow the label directions, and heed to all suggestion. If I remember, the No. 1 cause of exposer to a pesticide is when an applicator is filling and mixing the product. Then there is the clean up. Proper PPE etc. and lastly the application. Windy? Early morning, eveing? Pets, People? Not only is reading the label important, it is the Law. Especially if you are getting payed for this type of service. Just remember, The reason they are called professional is because they have the education, knowledge, and gained experience to safely apply pesticides according to State, Federal and Local law that govern how they do business.

I bought some insecticide and fungicide that was made out of plants or something that was safe for people and animals (even food products) but I don't know if there is a commercial amount available.

They claim that the rain fast time is the same as the pet safe time when it dries it is supposed to be pet safe. Myself around my dogs pen i use distilled white vinegar apply it until it drips and sometimes you may have to do 2 applications but it will kill any type of weed or grass.

My dog loves rolling in newly sprayed RoundUp. I get onto her every time she does, but something about that chemical she just loves.

I quit spraying roundup after killing 3 of my wifes cats with it by accident. And of course after i pulled her foot out of my butt. I sprayed it for insects the cats ate some of the crickets,spiders, etc and died and it wasnt quick or pretty.

You sprayed ROUND UP, for INSECTS???? Round up is a Herbicide, to kill insects you use an Insecticide. To answer the OP's original question, all of the chemicals are safe used properly, that's why they are approved by the EPA after millions in testing. Use no common sense and don't follow the label, you can kill most anything with them.
Use a qualified Commercial Applicator, who is Licensed and you are fine.
